International partners pledge USD 10bn+ to support flood-hit Pakistan

The International Conference on Climate Resilient Pakistan convened on January 9th, 2023 which was co-hosted by the Government of Pakistan and the United Nations.

To present a multi-sectoral strategy encompassing Resilience, Recovery, Rehabilitation, and Reconstruction (the 4R framework) for flood-affected Pakistan and;

To secure international support and long-term partnerships for building Pakistan’s climate resilience and adaptation.

International commitment of over USD 10bn: As per announcement by the government, a total pledge of ~USD 10bn+ (details on the next page) by various international partners has been committed at the Geneva conference. Albeit, we do find it important to mention that Pakistan had begun requesting international bilateral and multilateral partners for help after the momentous calamity hit our country and some of these pledges were made then, however, we await details of the exact amount already committed.

Funding mix changes: Moreover, a similar (but of less quantum) support was seen back in 2010, when the floods wrecked damage and our international allies and multilateral partners aided the domestic rescue mission. A total of USD 3.22bn was committed with major contribution coming in from the bilateral partners. However this time around, we have seen a shift in funding mix with majority funding commitments coming in from the multilateral partners, comprising around 82% of the total commitments. Back in 2010, more than 70% of support/commitments were extended by the bilateral partners including various countries, with the US topping the list.
