In a transformative step for the education of children with disabilities, the Sindh Cabinet has approved a five-year partnership between the Department of Empowerment of Persons with Disabilities (DEPD) and Aga Khan University’s Institute for Educational Development (AKU-IED). Chief Minister Syed Murad Ali Shah emphasized that this Memorandum of Understanding represents a commitment to recognizing the potential of every child with disabilities in Sindh.

The initiative will create an Inclusion and Special Educational Needs (SEN) Unit at AKU-IED to focus on training, research, and innovation, aiming to empower over 2,000 educators and impact approximately half a million school children in five years. With UNICEF estimating that 96% of children with disabilities in Pakistan are out of school, Sindh faces significant challenges in accessibility and education equity.

Mr. Tuaha Ahmed Faruqui, Secretary of DEPD, highlighted the need for visibility in education for children with disabilities. AKU-IED will provide modular courses and specializations in inclusive education, alongside a province-wide research and advocacy agenda to inform policy and shift societal attitudes toward disability inclusion.

Dr. Sulaiman Shahabuddin, President of Aga Khan University, stated that the initiative aims to ensure all children, especially those historically marginalized, can reach their full potential. The partnership envisions a future in Sindh where every child finds belonging and empowerment in their educational environment.
