On August 19, Pakistan’s Minister for Maritime Affairs announced a plan to reduce container delays at Karachi and Qasim ports. A high-level committee presented recommendations to enhance cargo clearance efficiency and alleviate congestion. The minister instructed the Federal Board of Revenue (FBR) to develop an implementation plan within two weeks.
The committee, chaired by Umer Zafar Sheikh, includes representatives from various maritime and customs authorities. Proposed measures aim to align Pakistan’s port operations with global standards, facilitating faster clearances and lower operational costs.
Key recommendations include promoting early goods declaration filings, virtual hearings for adjudication, expanding laboratory facilities, and improving terminal auctioning processes. Around-the-clock operations for customs assessments and enhanced transportation logistics are also suggested. Digitalization efforts involve AI-based risk profiling, a stakeholder portal, and real-time communication. Additionally, the free period for containers under specific channels should be reduced from five days to three, with penalties for non-compliance.
