The Ministry of Finance’s Monthly Economic Outlook reveals that Pakistan’s foreign direct investment (FDI) remains under pressure, declining by 30.9% during FY2025-26, from $2.477 billion to $1.636 billion. In June 2026, net FDI was only $13.5 million, raising alarms for an emerging economy. Despite government optimism about economic stabilization, export growth, and improved remittances, questions arise about foreign investors’ reluctance to invest.
Although exports increased by 4.6% to $30.8 billion and remittances rose by 8.6%, the steady decline in FDI indicates that investors prioritize governance, policy consistency, and institutional credibility above economic indicators. While security issues may concern them, cumbersome bureaucracy and opaque regulations are bigger deterrents. Numerous multinational corporations have exited or scaled back operations in Pakistan, resulting in lost foreign capital and advanced technology.
No government has yet assessed why these companies left, focusing instead on attracting new investors despite challenges faced by existing ones. Starting a business involves obtaining multiple approvals, which leads to delays and increased costs. The Federal Board of Revenue’s taxation policies have garnered criticism for burdening compliant taxpayers instead of broadening the tax base. To encourage investment, Pakistan needs a simpler, fairer tax system. Countries that attract investment prioritize digital governance, transparency, and efficient decision-making.
The UAE and Vietnam, for example, have successful one-window systems for approvals. Pakistan must transition to digital governance, establishing a One-Window Digital Investment Authority that integrates all agencies. Effective Special Economic Zones, competitive energy pricing, and stable tariff policies are also crucial. Judicial reforms, including special commercial courts, are essential for resolving disputes swiftly. Additionally, the government should create dedicated investment packages for overseas Pakistanis, harnessing their financial resources and expertise.
